I think the problem is with the lower valve spring and washer assembly. Spring broken or seized, washer gone solid or broken up or could just be debris stopping the seal from leaking paraffin into the pump chamber, where there should only be air.
On UK Ebay you can buy service kit, SP1, delivered for £10. It will have a diagram included to help you service your lamp. Item number 251217997246
There is a possibility that if you have an early X246 the valve washers are round, the newer ones are square. To overcome this just chop off the corners of the square sealing washer, by equal amounts, so there is a close but not snug fit into the round recess and allows a seal.
