Are you sure that the dish is pointing at Astra 28.2? you could be getting a strong signal from Astra 19.
I use dishpointer:
http://www.dishpointer.com/
Put your postcode / location in then scroll to Astra 28.2, you then will get something like this:
Elevation: 22.7° the tilt of the dish
Azimuth (true): 144.8°
Azimuth (magn.): 146.3° the way the dish points, I use a compass then fine tune with a sat. meter
LNB Skew [?]: -12.3°
