From the photos in the ebay listing, that heater is reaching up to 1200 degrees Celsius to be glowing orange! There will be as previously stated, lubricants/protective coatings used in manufacture burning off, very few paints are capable of withstanding those sorts of temps, so that's also likely to be burning off or at least releasing the more volatile elements of it's make up, at those sorts of temperatures likely even molecular metal fumes are created!
New, it's bound to smell, most heating devices advise that fumes will be given off when first used. I suspect from the materials used, it will always smell to some degree, even heating plain steel to those temperatures you can normally smell the metal itself!
As a product, I wouldn't be happy using anything glowing red hot without any kind of protective guard around it! As a general rule, using gas appliances within a closed tent is unwise (Carbon Monoxide fumes risk! - https://www.nhs.uk/conditions/carbon-monoxide-poisoning/), and doubt it's powerful enough outdoors to have lot of effect, most radiant heaters have parabolic reflectors to direct max heat towards a relatively small target area, you will benefit from maybe 25% of the surface radiation, the rest is just heating the entire world!
As stated, of Chinese origin, not a nation best regarded for their product quality, nor consumer concerns! You are probably doing nothing 'wrong' as such, beyond buying a poor product in the first place! Sorry to be harsh.
