They're a vehicle classification system based on a vehicles emissions, they apply to France only (I did read of someone being rather miffed it didn't cover the whole of Europe). In those areas where they apply, the authorities can restrict vehicle use based upon your classification if the pollution levels are too high.

Buy them only from the official government site, it should cost you less than €5 and will take about 10 days to come through. It lasts for the life of the vehicle or until the sticker gets destroyed or you end up replacing your windscreen and the sticker goes with.

You'll need to scan the details page of your V5, the bit that shows your vehicle's emissions/engine type, the biggest issue is getting the scan to a small enough size for the website to accept it. My moho is a Euro 6 diesel vehicle so I can only get a Class 2 (yellow) sticker.

Not all areas require one and more areas are being added. As we don't really know where we'll end up we have one, for the sake of a few Euros it's better than the fine.

I photographed the V5 on my tablet then cropped it until it was thecr8ght size and uploaded it with the form. It took a couple of goesctomget the size right but easy enough. I got the sticker in about a week.
Ours is a purple class 1 as our Hyundai is a self charging hybrid.

Live in France and just got mine - mainly because I may need to cross Toulouse by a stretch of the A620 which falls within the zone.

AFAIK the enforcement is overwhelmingly by ANPR caneras which link your car reg to the database of stickered cars. Simply keep your email receipt on your phone which includes a copy of the sticker and QR code and that should suffice in unlikely event of being stopped by police if sticker / windscreen has been destroyed.

A couple of tips/points of interest...

Place bottom right of the screen (UK Drivers side). Word is, there are cameras out there, and that's the area of the windscreen they concentrate on to allow you free and smooth passage!
Some over-zealous (UK) garages may fail the MOT if it is within the swept area of wipers (Depends on vehicle/wiper set up).
To avoid sticking directly on the screen, grab ye olde tax disc holder from Ebay, cut Sticker diameter to suit, and play about with the peel off backing to ensure it just slides into the holder, and doesn't stick to the screen, thus rendering the certificate as removable, avoiding potential need to replace, should the windscreen need replacing and/or needs removing to satisfy the aforementioned over-zealous MOT Garage!

Oh... and make sure you put the right reg on the initial online form thing. I had to send off for another (and pay again), but I don't like to talk about that! Doh!
