Billy's Mum - make sure you get the right size muzzle (get it fitted), make sure it's a style which allows him to pant if it's hot. But most important, you'll have to get him used to wearing it before you go - you mustn't expect him to like it & take to wearing it for an hour the first time you have to put it on (if you have to do).
We had to get one for our dog, for visits to the vet (amputated tail); she tore off the muzzle that was one size too big & we had to build up the time she'd wear it without freaking out from seconds to minutes; it took a lot of patience.

Someone who has been with their dog may tell you how strictly this is applied, but from personal experience we had, we didn't like our 'discussion' with Italian police, and I wouldn't like to get on the wrong side of them by not muzzling my dog.
