My interpretation of that is that on the Spanish ferry you have to book some form of accommodation from room to a reclining chair otherwise you cannot sail. Therefore the booking of accommodation is not an extra but a requirement of the sailing?

That applies to alterations before you travel.
If you needed to change your return once you've left the UK the option to change isn't available online and there is a charge.
