A good stop between Bilbao and Zaragoza is camping de Haro at Haro in the Rioja region. Walking distance to town with plenty of restaurants and bars plus good wine!
We used this one on the way back to Bilbao, it is really handy as it is only abou 1-11/2 hours away.
