Although these companies have to follow individual countries regulations I am not aware of any that state you must charge roaming and well I agree with you a small part of banning roaming charges was integration the main thrust of the rule was that it was unfair and unjustified for companies to charge their customers twice.

the solution as I said above is to go back to using local sims and a VPN

I don't think I ever said that "you must charge roaming"? What I said was that on the wholesale side roaming charges never went away. The roaming operator has always charged the home operator roaming fees, it was just that the home operator was not allowed to pass those fees onto the end customer.

I'm not sure how you calculate that customers were being charged twice though?
