I think that Franbee has got the answer here. The whole European set up is becoming so complicated with all these different rules and regulations in each country that touring is not anywhere as easy as in the past.
I'm half inclined to keep my money in the UK!

If I'm paying circa €1000 ferry plus 30 nights at about €25 each per pitch to go to Spain, which totals £1500 or thereabouts, I'm really not going to baulk at buying a light at £30 or so. Especially since I'll get a few years out of the light, which means it's not actually going to cost any more per year than the headlight beam adjusters do.
Funny though that people complain when Yurrup makes rules together, and then complain again when each country does it's own thing

Oh, forgot to add, I see some of the lights on Amazon (if you search for v16 emergency light) have hooks, which would solve the problem of how to put it on the caravan.
