Would anyone know what the latest arrival would be for a Camping Municipal in France?

It varies from place to place. I have known small municipals where you can roll up at 10p.m. pitch where you like and pay the man in the morning. Others are a bit more formal.
If you're not booking ahead a good rule of thumb is to start looking for a site at about 4:30 p.m. and if you are booking ahead you can tell them what time you're arriving.

 Liz,we have decided to stop over around Aras/ Bethune about an hour out of Calais could you or anyone recomend a  camping municipal or other site we could stay overnight in.

Have found a couple on the net but reccomendations are always usefull with small childre

Sorry I posted twice!

We nevcer stop quite that far north. If you press on to Peronne about 2 hour south, there's a lovely little site by the side of the Somme. It's fenced in from the river, so safe or littlies and there is some play equipment and a heated pool. It's not exactly a municipal but is small and tranquil all the same. The municipal at Peronne didn't look all that good to me. If you click on the link in the word Peronne above you'll find some reviews.

Late access depends very much on the presence of a gate. Not all municipals have a gate. Others do. If there is a gate it is usually closed at 22.00 or 23.00. That still may allow for bringing your stuff on site by foot and pitching, but the car won't get on the site.
Whether there is a gate or not is mentioned in the camping guide (at least the Michelin camping guide for France does). Phoning or mailing (as you did) in advance is a good idea.
