In relation to the new rules which come into force in France, I have been surfing over lunch time and found that Aldi are offering a car safety kit from Sunday 29th June

 Elsewhere on this forum it states that the triangle now must be fitted with a flashing light in France, so let me get this right... I have to buy ANOTHER one !

flashing beacon,and a full set of spare bulbs,fire extinguisher,and not just one high viz jacket,one for each of the cars occupants and one for a dog if you have one in the car,the high viz jackets must also be kept inside the car NOT in the boot

What would be the consequence if one did not have this kit and was involved in a breakdown/accident or just stopped as a routine police check?

on the spot fines and then buying the things you have been fined for, the, haveing to go to thier station, and show them that you are now leagal.

my son has just told me if you are stopped at customs and they search your car if they find go have not got the items they say you must have,they will refuse you entry into france,

Have you got a link to this on any official site? everything I have read says that you need a triangle and high vis jackets - but no mention of the triangle having to flash.

Here is a link to the official French site  (sorry, it's all in French).

There has to be a high-vis jacket for the *driver* (no mention of it for passengers - who are perhaps assumed to be going to stay inside the vehicle). The jacket must be in the car and not in the boot.  Here is a link to Karl Lagerfeld wearing one for the official poster campaign!

There is no mention  of the warning triangle having to flash!   Here is the page with an image of the triangle (click on the word "suite" to see the image).  It does say that you should also put on your emergency flashers if broken down - maybe that is where the confusion has come.

These two items are a legal requirement from 1 July 2008. Police will do spot checks, and instruct you to get them if you cannot produce them. But there will not be fines until 1 October. (135 euros).

According to the official French site it states that the sanction will not be fully introduced until October 2008 and that French people  who do not comply with the new rules will be fined as from then.  It does not state anything about other nationalities visiting the country.

This means that it is still unclear for those of use who are going over the channel in the near future.

There's nothing being 'made up as they go along'. There's just too much misinformation being bandied about here. That's what makes it 'a confusing mess'. Listen to those that live here is MY best advice, like Angela and myself. We read the papers, (I translated a quote from our local paper here not long ago which said the same as Angela) we watch the news and we speak to people that DO have the right info.

Apologies for sounding sanctimonious, just that I get really p*ssed off when people are worried without good reason.

It's not just here, I hasten to add.

Could you sort out the weeds from the flowers here and explain what we travellers should bring. I am totally confused - and I have been driving to France for decades. At the moment according to some posts I would seem to need two jackets inside the car and three flashing triangles for a car + 2 + TT.

Would really appreciate some clarification.

Translated by Babblefish.  The flashing triangle you refer to are your vehicles hazard lights.  The CC or C&CC should be up to speed on the laws of what is required.

The Inter-ministerial committee of the road safety (CISR) of February 13, 2008 decided, following the example many other European countries, that the drivers of all véhicule* must have of a waistcoat of safety and a warning triangle.

This obligation will be the subject of a decree.

Why?
It is a question of reinforcing the safety of the users in situation of emergency stop: the driver must be better perceived by the other users when it leaves its vehicle and this vehicle in difficulty must be better announced.
 

Directions for use of the waistcoat of safety:
96The waistcoat of safety, in conformity with the regulations in force, will have to be carried by the driver before leaving the vehicle, which is immobilized on the roadway or its accesses following an emergency stop.

This waistcoat must be in conformity with the directive 89/686/CEE the Council of December 21, 1989 concerning the approximation of the laws of the Member States relating to the EAR (protective gears individual). This conformity is attested by marking C E affixed on the waistcoat and by the presence of an instruction card.


Directions for use of the triangle:
The warning triangle will have to be aboard vehicle. The driver will have to place it on the roadway, as soon as it leaves the vehicle, at a distance of 30 meters at least of this one or obstacle to be announced. 97
This triangle must be approved in accordance with the payment of Geneva n° 27 into force. Its conformity is attested by the following marking affixed on the triangle:

Do not forget:
The lighting of the hazard warning lights remains obligatory, when the vehicle is equipped with it.
 

* This obligation relates to the drivers of vehicles registered in France, just as the drivers of foreign vehicles circulating in France. On the other hand, it does not apply to the drivers of vehicles with two or three wheels and of not-fitted with body quadricycles with engine.

Sanctions applicable to October 1, 2008:


So that each French can S ’ equip under the best conditions, Jean-Louis Borloo, minister D ’ State, minister of L ’ Écologie, L ’ Énergie, Sustainable development and L ’ Town and country planning, announces that the coming into effect of the sanctions for the motorists will be applicable only from October 1, 2008.

On this date, the non-observance of these obligations will be liable D ’ an infringment of the fourth class (amends contractual of 135 €, amends undervalued of 90 €).

Do not delay, the waistcoat and the triangle can save you the life. The government grants this time in order to allow all the private individuals to acquire the waistcoat and the triangle and with the professionals to equip their fleet” explains Jean-Louis Borloo.
