I think one triangle is fine for France. We tend to also take a fire extinguisher and spare bulbs for the car.

Right about the fine, converters are required ALL THE TIME, daylight or not. You ;re unlikely to be bothered if not, until you have an incident, and then it is one more item on the cost list.
Fire extinguisher is a must, along with bulbs. Theroretically you are obliged to stop at the scene of an accident and render assistance. In practice because of the size of the country, and because you can be a long way from the emergency services, it is normal for people to stop and help. The French are very good at it.
