There are LOADS of ATMs throughout France - anywhere you go - and many supermarkets have them. It's just as easy to use your cards in France as it is in England. You can use them just as you would at home, to pay in supermarkets, for fuel, and so on - so you don't need to 'change' money as you used to have to do in the old days. We only withdraw cash, now, for spending in small shops, markets, and for coffees, snacks, etc - for everything else we just pay with our card, as we would at home.
Mind you, thinking about that, we do have a Nationwide card, which is transaction fee and commission fee free - so we don't pay anything in charges, and we get a better exchange rate than the tourist rate. I suppose if you were paying a transaction fee on top then it might be different.
