Slow down a little......this is not 100% true !
There are 2 lanes (generally) when entering in from the French and German borders and you will find that the short queue is the 1 which is for people 'buying' the vignette. Just have your Euro's or SFr ready and it will take all of 5 seconds to pay, stick in the window and drive on!
I cross these border every day
The other note mentioned is you do not pay additional fees
