Some do, but by no means all - especially on smaller sites. Have you particular campsites in mind - someone may have stayed there, and be able to help. Some have 'rental' coolers or fridges, but of course this is of little use to you if you don't have electricity. Mind you, sites without electricity are few and far between - even the smallest municipal sites generally have electricity to every pitch.
I'd also add that you might rethink the electric issue - our friends camped for several years without an electric hook-up - then one year we lent them our portable fridge - and they said how much easier it made shopping, and keeping things. They no longer needed to do a daily shop for milk, meat, pate, etc - and could actually keep butter without it running away into liquid. If it's your first time, and you're going any time after the start of April, and are heading south, then you may seriously underestimate just how hot it might get and how your ice packs may be not as efficient as they are at home.
