If I had 3 weeks I would probably spend a couple of nights of stopovers in France and then cross the border into the Costa Brava and have a good two weeks in one of their fabulous campsites. 

We spent two fond weeks in the Vendee in our tent in 2009 and theres no way we could have been bothered in the 30degs temp to be moving on to another site but it all depends on what you want and your situation (we are now in a caravan and I still don't think we could be bothered packing up and moving on but maybe thats just us).  We have two young children and we tend to spread ourselves out and settle in quite quickly so packing up to go elsewhere would be a bit of a chore, so we spend an age finding a site which ticks as many of our boxes as possible and stay putt.

We live in the SE of England and go to France for 4 weeks now but I have gone for 2 as well. I had a big, 12 man tent but we have now moved onto an Outwell Vermont.
We do a mixture of long and short stays and move around. I book a site if I am desperate to stay somewhere specific but if we don't have anything planned then we turn up and wing it. I have only been turned away once in 8 years of camping in August and that was from a very commercial campsite in the Ardeche. If you are happy to go to sites that aren't all singing, all dancing then I doubt you'll have much trouble. With 5 kids under 8 I don't suppose you'll want night time entertainment but you would want a pool and a play area - there are oodles of sites with that.

I do tend to book my first night so that we don't have any stress about where we are staying and can take our time getting there and we use a hotel for the last night because I like to catch an early ferry back to the UK and get home around tea-time.

Last year we went to 7 different sites and had a stop over with family in Switzerland. I do take a small tent for overnight stops but that's because my tent has to be the first thing in my car - this year we have a new car and may well use our big tent more often. We can set up and pack away completely in under 90 minutes. My kids are 7 and 10. Setting up with younger ones is more of a challenge - we used to give the youngest a bowl of water and some plastic cups etc to wash up. Now he has jobs to do - he sets up the camp kitchen and inflates the bed rolls. The eldest helps with the pitching when my mum can't get the poles in!
