Yes, have ended up travelling on the 15th both at the start and end of many a holiday in France. You don't mention where you are arriving or at what time, but in tourist towns (and possibly near the ports), you may well find that some supermarkets and boulangeries open for the morning. Larger filling stations on main roads and all the motorway service stations should also be open. Campsite receptions will invariably be open as normal (both municipal and private) as it is still the holiday season, so assuming the sites themselves have space you shouldn't have a problem there. The 15th is reputed to be a bad day trafficwise, but in my experience this has never been the case, although perhaps this depends on the route you take.
To be on the safe side, it would make sense to take enough food and provisions with you to last until the next day anyway and if you are concerned about fuel, why not fill up your car in the UK and plan a stopover for before you hit empty?
