If you're only staying for one night, then there's a municipal site alongside the river just south of Rouen, at Pont de l'Arche.
Further south there's the Municipal site at St Remy sur Avre (Nonancourt). Both would be fine for an overnight stay.
Or are you looking for something larger? Unfortunately the Rouen area isn't well-endowed with 'destination' campsites as most people are on their way through it, rather than looking for a site with a lot of facilities suitable for a longer stay.
If it's your first time in France, then almost every site in France is welcoming for children - more than many so-called child-friendly sites here! The municipal sites are often adjacent to the local sports field, and sometimes you can use facilities free of charge. If there is a municipal pool then this sometimes come free, too, or at a reduced rate.
