There's a train station at Agde, and from there it's a short taxi ride to Camping Neptune. Once you're there you can walk to the beach, walk into Agde, and (almost if you don't do a family shop) walk to the HyperU or Lidl!
From another post, on another forum, the mobiles at Neptune are reasonably priced. I think it would fit your requirements admirably. There's a small bar/restaurant/take-away on site, plenty of other restaurants at both Agde and Grau d'Agde, a twice weekly market at both places, and the Canal du Midi for a relaxing shady walk and to watch the boats negotiating the locks.
If you don't want a massive all-singing, all-dancing site, then for a week's holiday where you don't need transport I think it would be a great place.
