My friends are teachers, and holiday in the school summer holidays every year, but never book a campsite in advance. Only one night, in about ten years, have they not found a site, (near Monet's garden) but they did manage to book a 'gite' where they stayed for two nights.
You need a good guide book, such as Le Guide Officiel which lists all sites in France, even the very smallest. Tourist information offices will generally help out if you're absolutely stuck, too.
