To follow on from this from 1/9/2013 is the requirement for all cars to be equipped with a toilet and hand basin to cope with the effects of eating the picnic.

This would certainly be useful on the M25.
We were stuck in traffic going anti-clockwise for three days once and were reduced to eating the stuffing out of the car seats. And the fluffy dice. By the time we got onto the off ramp the kid in the back was getting decidedly nervous. A picnic hamper would have saved the day!
