I would argue that the Bay of Roses in Spain has beaches at least as nice as the Vendee, sea that is far warmer and calmer, water that is shallow enough to be safe for young kids and weather that is better than the South of France. Scenery is stunning, the Pyranese and Volcanic National park no more than 45 minutes drive away, wonderful towns and lots of culture and history. Camping Aquarius is a lovely site, with lots of trees, well tended flower beds and green spaces. It does have entertainment twice per week, however, it is low key very varied and high quality. Facilities are great, with immaculate washing and toilet facilities, play grounds, a nice shop and play area for older kids. It is a very safe site, and not an issue for a 7 and 9 year old to have a degree of freedom. It has direct access to the beach, which has very limited public access, so the beach is very uncrowded. I know that Spain is a bit further than you are looking for (660 miles from Dieppe), it is not a difficult drive in 2 days, even towing a Caravan. In my opinion it is so much better than France for a family holiday
