Many of the sites in the Ardeche area have river access - and most are 'dog-friendly'.  There are lots of sites in the busier area of the Ardeche between Aubenas and Vallon Pont d'Arc which should fit your bill - have a look at this website: http://www.campings-ardeche.com/.  We holiday a lot in the Ardeche so if you need further advice do post again.

The beach at Portiragnes Plage (at the 'wilder' end out of the village itself) is quietish and allows dogs - and they can run and run and run for miles!  Here's a website which lists other beaches which allow dogs:  Dog friendly beaches
