If it's switched off and looks untampered with, then it's fine. It's my understanding that all gas bottles are only 80% full when new, to allow for expansion so, as long as it looks a legit bottle you'll be fine as it can only be 80% max anyway.

They always check that it is turned off, but have never asked how much is in it.
As above, gas cylinders are not filled more than 80% anyway, so no problems with that.

If you mean pierceable cartridges, though, I don't think they'd be happy about a part-used one!
I imagine aerosol type ones with caps, still in their original shrink-wrap, and capped valved (CV) cartridges would be acceptable?

Anything gas wise that hasn't been tampered with or isbn't leaking is fine, you just have to tell them. Part used ones are ok if they are attacched to the appliance but if they aren't happy they'll just take it oiff you anyway. No big loss.
