Was in Rouen on Friday and according to the Tourist Information Office the bridge will be fully open on Tuesday 26 August. Had no problems with getting through on Saturday morning and daughter and fiancé went through Rouen on Thursday night, they went up side of river and we went acress river on the William the Conquerer bridge - no problems whatsoever. The Pont Mathilde had some vehicles on but looked like last minute checks being made.
Just a word of warning, for those planning to use the 'Pont de l'Arche' route in the next day or two - as you approach the tunnel, there is a gantry showing red crosses in both lanes, which suggests neither lane is open. In fact the tunnel is open normally and there are no problems getting on to the D6015 towards Evreux. We've just done it.

No been through rouen on our return from the Dordogne yesterday and the d6015 route is open thru the tunnel southbound and no problem getting onto the A28 northbound.The southbound tunnel can be heavy with traffic at times so pick your journey time.
Alternative route we found quick and easy:
Avoiding tolls and tunnels - 1 bridge - leave A28 at J11 and take quiet N29 to Totes and join free A151 /A150 around west of Rouen to Join N138 and follow signs for Le Mans/ Elbeuf then Alencon. Done it twice and it's a breeze
We drove through Rouen on Monday arriving from the west via the A28/A13. We don't have sat nav, but have done the route many times. The weather was appalling and traffic was heavy but knowing the route obviously helped.
I'd read this thread a day or so earlier to see if there were any new issues. It struck me driving through just how badly signed Rouen is for Calais. The signs are inconsistent, particularly the temporary electronic signs above the main routes which initially indicate Calais Dieppe and Le Havre then as you progress they drop Calais from the list. Further into the west of the city there are two almost apologetic small temporary signs (the ones held with sandbags) at the road side indicating Calais. If you didn't know the area it would be easy to think you had taken a wrong turn.
France has excellentroad signs, but Rouen is a notable exception. It's well known that the city has two main routes to Calais (with the bridge now being open) so why not just sign it properly. The western approach would then be very straightforward to drivers new to the area.
