Not all headlights are created equally. My previous 3 cars, all new Nissans, had a distinct beam pattern which kicked up to the left. As they had HID headlamps, the beam height was not manually adjustable. All needed beam adjustment devices to modify the beam so I was comfortable that they would not dazzle oncoming traffic.
Some have said that beam adjustment devices don't work. They do. I used to fit mine by observing the beam pattern on my garage door. It's pretty obvious if beams are flat or not. Check them yourselves and decide what you need from there.
I was stopped by the gendarmes in 2006 for a 'routine inspection.' They checked my headlights and ticked a box on their sheet. It may or not have been necessary but I'd rather not argue the toss with le Plod.
Lastly, if you have an accident overseas, the lack of beam deflectors may cause an issue with any insurance claim you make. Thankfully I've no personal experience in this regard.
