Yes, this was inevitable really, first they put tolls on trucks a few yrs ago now so now they are looking at cars. Toll collection from truck is by windscreen tag but cars are likely to be a yearly sticker as in Swiss.
Important to remember that by EU law any road charging scheme imposed by any EU country cannot only charge foreign vehicles & not their own. They get around this by rebating road tax paid by their own nationals in some way.
The UK does now(from April this yr)impose charges on non UK reg trucks. UK reg trucks also have to pay but their road tax has been rebated so total costs have not risen. If they imposed a charge for foreign reg cars as well then UK car owners with low emmision cars paying little or no road tax might find themselves having to pay or pay more so I doubt such a move would be popular.

The proposal from Germany only brings it into line with the likes of Czech Republic, Slovenia & Austria where 'Visitors' buy a Vignette' or 'GO Box' (If over 3.5Tonnes) to travel on Toll Roads.
In France you pay the relevant 'fee' for driving on their Toll Roads while the 'N' roads are Free!
BUT to travel on NON Toll Roads attracts no extra fees.
Having not driven on Swiss roads Toll or otherwise for a very long time I am not sure if you have to buy a Vignette for only their Toll Roads?
While the German 'proposal' states:
"Foreign drivers can pay a 10-day levy for 10 euros or two month for 22 euros."

Two days to get through Germany to warmer places at €10 for the 'Fastest Route' while Austria was €7 for 3 hours to get across on the Toll Roads, but the Tunnels were extra!
