Don't think many sites would be offering an ACSI discount at that time of year, but if you're interested in a particular site or sites it might be worth checking the acceptance dates online before buying the books and card.
You could easily do day trips to both Bruges and Brussels from most coastal sites, via the coastal tramway then train from Ostend (or Blankenberg), see map, or by road if you prefer.
