We've stopped at Zarautz, twice, but only because we had to! Not really a site we liked, though useful for 'doing' San Sebastian ... a must ... best taps bars in Spain?
I'd question you focus on the area east of your ferry landing ...
Of course Bilbao's Guggenheim museum is a 'must see' (even if you don't go in) ... but the best parts of the north coast are west of the ferry ports.
The unmatched Picos De Europa are superb ... many little coves and fishing villages/small towns along the coast are lovely ... possibly the best being Cudillero.
If you browse my reviews you'll see several in that area of Spain ... we keep returning ... and will be there again next year.
