I thought there was a long thread about this, last year, and Floydfan (or perhaps someone else in France) quoted the exact bit of legislation, which indicated that everyone in the car would need a high viz vest in case they had to get out of the car after a breakdown.
I also understood that they had to be stowed within reach, so that you could make a quick exit. I must admit we have five in our car - tucked under the seats so they are easily accessible. Given that they only cost about £1 each,and we've seen loads of accidents in France where people on the roadside are all wearing them, it seems worth the 'expense' even if it turns out that legally it's not required for everyone to have one.
