Sorry. I just blurted that out without thinking, or double checking!
I believe some charge an annual fee, some a monthly fee, some a sign-up fee.
As none of those apply to my ATMB deal, and as I couldn't be bothered to research and post links, I was clearly getting my toll tag providers mixed up! 
All I remember is that when signing up for my ATMB account a few years back, it was classed as "free", as they didn't charge a certain fee, that would normally be charged outside of that offer period. Can't for the life of me remember what that fee was for, or how much it was!
Apologies for the confusion/misinformation.
