The real answer is No. If the Camping-municipal.org founder hadn't tragically died at a very modest age no doubt he would have further developed his website to include reviews.
The best is Le Guide Officiel Camping Caravanning, which you can buy from Amazon - but again there are no reviews. Most municipals near to main routes have been reviewed on UKCS so check out for reviews on the campsite search. And if you find a really good one which is missing then don't forget to add the details.
I check if a village/town has a municipal campsite by having a look at the tourist voffice on the web. For example, if you look up "name of town-tourism" you will find the tourist's (provided village/town has one) and then navigate your way to "hebergements" or "ou dormir" and if there is a campsite, is should be listed - sometimes you'll get a link to the campsite's website.
