Insurance companies being what they are I would try to get written assurance before you travel.
If they can avoid paying out they will and do you really want the extended aggravation when you return home to try and sort it out after you have paid out?
A neccessary evil I suppose but I don't trust insurance companies one iota.
I agree completely! One thing insurance companies are experts in is wriggling.
As far as insurance is concerned, there is only one safe option and that is to stay in Britain until this is all over.

We cross to France next weekend. Stocking up the house for our return quarantine for whenever we return.
Being antisocial and self centred, avoiding other people whilst on holiday has never been a problem.
We have to go because paying £6+ for a €3 bottle of ordinary rosé is currently deleterious to my health.
The link below might be useful to you - dates of all the supermarket wine fairs this autumn.

COVID 19 cover is available as long as your trip was booked when there was no government advice in place against travel to your destination.
I can't see how they have much wriggle room there!

Or just buy travel insurance specifically to cover you for travel even when FCO advice is "all but essential travel" and for COVID too (if you meet their requirements). There are companies out there offering such policies.
