The municipal at Amboise is good but can be a bit noisy. We preferred the one a bit further away at Chinon: Camping intercommunal Island Auger. Chinon has a good Thursday market and a large antiques market on the fourth Sunday of the month plus there is a municipal swimming pool just 50m away.
Le Sabot at Azay-le-Rideau is another good one with a pool on site. Why not do all three!

Having been to the Loire a dozen or more times I'd choose Amboise as it's pretty central to the main attractions.
Saumur / Ile d'Offard and especially Orleans Olivet are right at each end of the best bits of the Loire.

Having been the person who first recommended Ile d'Offard, I'm glad you had a good time, my recommendation feels vindicated!
As for the train, that's news to me, I can't say I heard it though I do have the ability to zone this type of noise out, with practice/training it's amazing what you can sleep through.
