The article is something of a misrepresentation of the scheme.
It's a new system being introduced for non EU visitors to the EU who do not require visas in order to make their borders more secure. We're obviously no longer a member so have to comply.
So far as I can see you will be able to apply online so it's unlikely to cause the chaos described in the article. It will cost 7 euros for applicants aged between 18 and 70, otherwise it's free.

I'm sure few in the UK would have an arguement against a similar arrangement to protect our borders.
Of course it could be that the British government and EU could come to some reciprocal arrangement if the political will was there.

That was a bit of a nightmare when we went to New Zealand via the US. There was no "in transit" system for passengers traveling onward, you have to go through the process of obtaining the entry visa and go through border control to enter the US, then immediately have to go through the departure procedures to regain access to the airport. Quite long queues for all this and the flight out of LA was delayed just to get all us in transit passengers to the aircraft.
It's a one off payment for 3 years bit like Canada and US.
When we went to Australia in 2015, we applied for tourist visas online, sent within 24 hours. We did print them but not needed as passport scanned. They were valid for 12 months and up to 3 months stay at a time. Free too. We went back following year and simply reapplied.
They did have many different types eg student longer stay etc.
