Just found out that Portsmouth has introduced a Clean air zone, which will affect motor homes charged as PHGV, in some areas of the city. I can’t see what the charge would be for them on the website.
Whilst the port of Portsmouth can be accessed from the north without entering the zone, and incurring the charge, anyone with a larger Motorhome might need to be careful they don’t inadvertently stray. I would hate to come home after a holiday to find a large fine on the doormat for forgetting to pay in time.

Where have you read about motorhomes being charged as Public Hire Goods Vehicles? This is what the CAZ website states:

"The Portsmouth CAZ is a class B, meaning that ‘non-compliant’ vehicles will be issued a daily charge to drive in the zone. For the Portsmouth CAZ ‘non-compliant’ vehicles are buses, coaches, taxi, private hire vehicles and heavy goods vehicles that do not meet euro 6 standards if diesel, or euro 4 standard if petrol. Non-compliant taxis and private hire vehicles will be charged £10 per day to drive through the zone, and non-compliant buses, coaches and heavy goods vehicles will pay £50 per day."

PHGV is Private Heavy (not Hire) Goods Vehicles. We had a couple of MHs over 3.5t, which means they are classed as PHGV.

Interestingly, as an aside, road tax for those was cheaper than for MHs under that weight.

This was due to come in to Greater Manchester where we live inside the proposed zone. All PHGV less than Euro 6 would be charged, including us every time we took the van off the drive. Solved the problem by getting a new euro 6 van.

Both private and commercial Heavy Goods Vehicles (HGVs) will need to pay the CAZ charge. The DVLA class some Motorhomes as Private Heavy Goods Vehicles, so its worth checking before you travel, as you maybe liable for the charge.

But it does also say "The government-mandated charging clean air zone (CAZ) has launched today (Monday 29 November) in Portsmouth. Drivers of private vans, cars and motorcycles will not be charged to drive in Portsmouth, no matter how old the vehicle is, but they could be charged in other clean air zones in the UK."

Would that cover privately owned motorhomes

This sort of thing always annoys me. It seems the priority is to charge rather than prevent, so anyone with plenty of money can still come and go as they please, but those with very limited resources cannot.

Why is it fine for a wealthy person to enter a clean air zone with a highly polluting vehicle, but not someone who is less well off? Or are these just thinly disguised money-making schemes?

Of course they are - but those whho say they are working will come up with all sorts of figures. A bit like those promoting electric cars as green (forgetting the environmental costs of the battery etc). Don't forget we were all 'sold' diesels as being less polluting than petrol not that long ago.

Presumably that would depend on whether they are just regular van conversions, or the larger much heavier ones classed as PHGV, as already pointed out by the Portsmouth Council website.
