Firstly, she was not aware of the offence. Apparently, it is very common for tourists to be caught out by these “ Restricted areas”. They are often poorly signed and you can be in one before you know it.
She no longer has the Credit card she used to pay for the Hire Car.
The fine demand came from the Netherlands, don’t know why.
There is a link to see photographic evidence, but just says “ not found”
I do have a very small doubt that it may not be genuine although it probably is.

When I worked in Italy and needed to come to the UK,the customs control always had notification of any tax or multe outstanding. These had to be cleared before you left the country, or if returning, cleared before entry.
This was before we joined the EU (when the Kaiser was but a wee lad) so might have now changed. It could catch you out if thinking of returning

If Italian debt is sold to a UK company they will pursue and rack up costs for doing so and yes it's legally allowable to sell an unpaid debt to an agency in the country where the debtor resides
Legally they cannot pursue you in the UK as the debt occurred in another country and they could find themselves on the wrong side of the law under the Harassment Act.
Also a few years ago there was a scam that originated in Italy regarding fines on hire cars and a friend almost got caught out with it. Hire company confirmed that they had not received any such notification of any driving offence. He never heard anything more.

That is why I suggested to the OP to contact the car hire firm.
