That's just for foreign birth registrations outside Ireland and GB and also for applications under the "grandparents rule", otherwise the current waiting times are all 8 weeks, including GB passport express.

For grandchildren or greatgrandchildren of someone born on the island of Ireland it gets a bit more complicated and lengthy.

Spain can introduce whatever sort of Visa arrangement they choose, outside of EU approval. We can all apply for a Visa to visit anywhere in the world. EU countries still offer their own Visa requirements.

The point I was making is that they can't change the Schengen rules. They could of course issue a longer term Visa but don't these tend to be quite expensive?
