Most beaches in France and Spain are closed to dogs from late July until end of August for obvious reasons.
Definitely need to check individual area/beach to confirm, as evidently some beaches can ban dog access all year round like the ones in Carnac!

We moved to riverside or lakeside holidays once we had a dog. Even then you need to check as some sites with direct access don’t allow dogs on their beach (one or two sites on Annecy for example) whereas on public access area, we had no difficulty. Chantemerle campsite near Florac was great for swimming with the dog, though very busy in school holidays.
We love the Ardeche and we loved Beynac on the Dordogne last yr. Think it might be a bit of a hike down south as it’s the girls first French trip! We have a five hr trek this side of tunnel too. If we went to Beynac, we would have river access and would be able to swim in that ! Le Capeyrou was perfect for us too!
No idea about dogs (pretty sure they're allowed on the camp site) but Camping De la Plage de Riez at Saint Hilaire De Riez has direct beach access, is also a nice site and we have stayed here a couple of times
