No replies so far, so perhaps you can e mail half a dozen vet practices in Ireland and ask if they will issue a pet passport to you as a tourist visitor, or whether they would want you to have an Irish address.

Can't help with Ireland specifically, but we've been told by French vets that you have to be linked to an address in France/an EU country before they can issue you with an EU passport. Presumably as part of the EU the same rules apply in Ireland.

Yes, you can get a pet passport in Ireland with a UK address. You will need to get the rabies shots beforehand and book a vet in Ireland for when you arrive. Technically anyone can avail of an EU pet passport to travel in the EU. There is no residency requirement. The requirement is based on the health of the animal.
If you travel through NI, you won't need an AHC but if you travel direct to ROI, you will. There is a requirement for the dog to be chipped and on an Irish database but this shouldn't be a problem.
