Hi, I haven't been to Holland since May 2019, but having looked at the https://www.milieuzones.nl/english website, the LEZ area around Europoort (Maasvlakte) only affects HGVs, not cars.
Having had a quick skim through the website, diesel cars with emission levels 5 and above aren't affected. It's mainly the bigger towns/cities in the west/northwest (Amsterdam) and also a few in the south . Travelling from Europoort to Annen you aren't going to be near any LEZs, which affect you as a cardriver. You'll presumably be passing Utrecht on the motorway, but the LEZ is only for the centre of that town and the motorway isn't part of that.
