Yes, you can buy them at any services as you approach Austria. Each one will last for 10 days, if you are staying any longer you will have to buy another one, but they are readily available at many outlets all over the country.
You can buy them at filling stations as you say, but they are available for various lengths of time. 10 days is the shortest, next is 2 months (still not expensive).
But this is not a toll. it is a vignette (motorway tax). If you do not use motorways, you do not need one. There are one or two tolls, for example the Arlberg tunnel, or the Brenner pass - into Italy.
