The fairest way is when pubs do allow dogs into their bars, but not into their restaurants, or lounge area if they dont have a restaurant, so that dog owners can still have a few pints and a meal in the bar, but people who dont like dogs/are afraid of them/dont want to be pestered for food titbits by a drooling dog whilst they are eating ect, can enjoy a meal in peace in a dog free zone.
With all the dog-nappings that have been going on of late, especially of the more expensive pedigree breeds which can be sold on for a profit or used by puppy farms for breeding, I doubt that I would even consider leaving my dog tied up outside a pub or cafe ect. whilst i went in for my own refreshment. It would just be too much of a risk as to if they still would be there on my return.
We regularly spend time in the Norfolk pubs, and indeed have a relative who keeps one, but he has a policy of only allowing a max. of three dogs in his bar at any one time. The reason being that even when the owners are well behaved, sometimes the mutts dont see eye to eye, and he has had a couple of nasty dog fights to deal with in the past, which scared fellow customers out of the place, and one of which resulted in a claim for damages off his insurance company, from a customer who got bitten and their clothing damaged from the offending dog who managed to pick a fight with their own dog.
All dogs were on leads at the time, but the bar area is the traditional cosy country pub type, and to get to the entrance and exit you do have to pass by a row of tables where other dog owners may be sitting quite close by, and sadly you will always get the odd one of the type of owner who believes their dog can be trusted with others, and gets on with their own entertainment rather than keeping full control over their mutt, that is until its too late and they have mis-behaved big time!
