first time I have anything to do with high pressure hoses I cannot get any gas to come through there is gas in the bottle and all the taps are open one in the locker and next to the cooker. so its all turned on but no gas coming through??
I'm assuming you are using propane not butane & you have a bulkhead mounted regulator yes? If you have checked that gas is entering regulator but not coming out from the exit side to feed cooker etc in 'van then assume regulator is faulty as described. The fix is to replace regulator with a new one.
If you are still using butane in blue bottles then it is probably too cold for it to flow so change to propane in red bottle & try again before changing regulator.
It will be the regulator which is contaminated with residue from ??? No one has provided a definitive answer and all of the usual suspects claim it's not their fault. Some blame the inner wall of the pigtail from the cylinder to the regulator, some blame the cylinder and some blame the gas.
I had a similar problem with my bulkhead mounted reguator, contacted the manufacturer who asked for it to be returned to them for inspection. Havinig done so at my own cost, they said it was not their fault and the contamination was emanating from either the cylinder or the gas itself, so you are as well off just buying a new regulator.

you need different regulators for butane and propane. A propane (red) bottle won't work with a butane (blue) regulator and vice-versa.
If the regulator issue has been sorted, then it could just be that you aren't giving it enough time to get through to the taps.
Also make sure that you have turned the gas on at the bottle, by turning the wheel on the cylinder, I've forgotten a few times and wondered why there was no gas!
The short answer is yes. You have still not made it clear if you have bulkhead regulator or bottle top regulator. If gas is now coming out of regulator but is not reaching cooker then you have to check piping through bit by bit.
While I can point you in the right direction you need to at least understand what is involved, if you don't then you need to take it to a caravan workshop.
Has the cooker got a lid?? If so make sure the lid is FULLY open - there is another valve operated by the lid to ensure the hob wont operate with the lid down.
