You cannot do this and it is usually counter productive. Most houses have deeds that specifically exclude the storage of caravans and commercial vehicles and if you wind a neighbour up re the reasonable useage of his property ie maintaining his fence or cleaning his drive he might just retaliate by objecting to your 'van.
I am mindfull of an incident many years ago when a neighbour got very cross about children playing in the roadway, football, skating and the things kids do, so he started going out and shouting at them to clear off.
He did this for a while gradually getting more threatening so one of the kids' parents, me, went accross and reminded him his caravan was not permitted but the kids were but were not objecting to the van.
Instead of accepting it and letting the kids play he got stroppy with me, so someone sprayed shaving foam all over his van and hung a notice on the door saying it will be black car enamel next time.
He then called the Police who effectively told him to grow up.
