  Sounds like second hand ones to me and I think second hand electrical goods should not be sold without having been tested.  I certainly wouldn't buy an EHU cable from a car boot or jumble sale.   Got ours from Halfords 25 metre

I have 25 metre with BLUE cable. I was told that this was better for use in cold (freezing) use. I now use it on sites, and occasionally, a warden/manager will comment on its use. But they seem happy when I explain.

I have just received a 10 metre one from ebay that I bought yesterday and I am very please with it.  We already have a 25 metre cable.  The 10m has a blue cable which means that I can easily spot which cable is which - I await comments from wardens and will reply accordingly.
