Thanks for all your replies on this, I should have clarified the question better.We don't intend to park our van on the road we've got a house (bit like a farm) with land adjoining so no problem there.The reason I asked was outside my daughters primary school there is quite a bit of congestion there in the morning/afternoon. Right opposite the school there is a van parked there permanently with jacks down. This is restricting parking for dropping and picking children up especially in bad weather.
Michael: Ref your comment about not leaving a caravan without lights at night. Unless I am mistaken, I believe that trailers (including caravans) come inside the same regulations as for leaving a skip on the highway.

Sorry for the vagueness; that's what I meant. According to the law, skips should be illuminated at night.

In which case there is due reason to make a complaint to either the police or local authority. At which point either are duty bound to take action and suggest to the owner it is removed. If they don't the law enables some form of prosecution etc......
