We have a VHF hand held radio we use on the boat. The radio didn't have to be licensed, as its not fixed - if we had a bigger boat and a fixed radio, we would have to license it and the hand held would be covered under the licence and use the same call sign as the fixed radio. I understand the law on licences was changed recently, and you only have to register the fixed radio once.
However, to actually use the hand held radio we had to take our Radio Course and get a licence to operate the radio. As far as I know, it's still illegal to operate the hand held if you don't have a personal licence, and you can be prosecuted if the Coastguard/Police etc take umbrage at how you use it.
