I would say it's likely to be a 240 volt mains switch rather than 12 volt, due to there being a neon . I'd say it either powers a battery charger , outside light , water heater , or space heater , maybe even the fridge .

I would take the fuse out and see what doesn't work .

yes the switch is to run the water heater by electricity, the red (in black panel) three way switch with the coloured lights is to run the water heater using GAS when you are hooked up to electric set the red switch to OFF otherwise you will be using all your gas to heat the water, you can use both if you wanted to heat the water quickly when setting up but isnt really necessary.
This is a 240v mains switch. I kbow you have deduced that it is for your water heater.
I put this reply here because : On my Elddis it's for the Carver gas / electric blown air heater. ( Only the electric function not the gas ) Strangely , even if this switch is OFF the fan lights still light on the fire itself but it does NOT blow warm air out , its COLD no matter what setting the switches are set on the fire. Unless you turn on the BIG switch in the panel.
With this 240V switch ( marked " HEATER " on mine ) switched on , the blown air heating blows warm . Please be aware , its not hot , its warm even on the high setting. Hardly gonna heat the caravan on a cold day. I checked a friends bigger van and his is about the same , so can only say they are not much use . Only good to take a chill off. Just better use a normal fan heater instead. Phew gets van warm in less than 5 minutes - too hot had to turn it down. With it set carefully on the thermostat we can leave it on all night on the iceiest or frostiest days or nights and be snug n warm ...... Nice
