The answer to that is that they attempt to do both & there will be far more truck checks than there will be caravan checks. I imagine it was just coppers checking the caravans but to check trucks VOSA has to be involved as the coppers don't have the technical knowledge.
Any check, on caravans or trucks is only going to be able to check a tiny percentage. Hence the amount of dangerous caravans & foreign trucks on our roads.

My 'properly maintained' 2007 Challenger refused point blank to come off the driveway this afternoon using a motormover.
It was only after I had removed the offside alloy and 'persuaded' the brakes to remove themselves from the hub that I was able to get the beast out.
If thats what my 'properly maintained' van is like, Lord help those who only use their outfits once a flood (Ooops, they happen too regularly now! Should be once a tax rebate).
Caravan brakes will seize on if permanently parked with the handbrake on - unless the storage position is on a slope don't use the handbrake when not in use - still use it though on site.
I acknowledge some one said why caravaners, pick on the cars that are well overloaded heading for holidays with roof boxes and bikes on the back, a report recently said that a lot of cars were well over loaded, and could be invalidating there insurance. they need sorting out as well!!!
We had our caravan pulled over at Strensham Whit Saturday - luckily we were fine,but the van in front was 500kg overloaded - yes, I did say 500kg.........
Mind you it turned out expensive for us in the end - we were told we could tow a heavier caravan - 2 months later we had bought a new one ......
